First find a picture that is not blurry and a darker background.
Open the image in Photoshop
Duplicate the layer in Photoshop.
You need to convert the image to black and white. There are several ways to do this: Either you can choose: Image–>Adjustments–>Black and White (Alt+Shift+CTRL+B.
Change the Layer Transparency to “Color Dodge.” This will make your image mostly white. Apply a Gaussian Blur, about 6-8 percent. (Filter–>Blur–>Gaussian Blur.)
Move the Gaussian Blur slider around a bit until you get a good balance between line and tone. Select the two layers(blurred and black and white) by holding shift while clicking and then right click to get the popup menu. In the menu, select “Merge Layers”.
Now, change the merged layer’s transparency to “Color Burn” This will give it a transparency allowing the layer underneath to show through.
